Skilled Learners’ Outcomes in Technical-Vocational-Livelihood (TVL) Education: Challenges and Competencies at Jolo School of Fisheries, Sulu

Abstract:
This study assessed the outcomes of prepared learners in Technical-Vocational-Livelihood (TVL) education at Jolo School of Fisheries, Sulu including competencies for students accomplished, program effectiveness and challenges encountered. The data were collected by employing descriptivecorrelational research design through structured questionnaire consisting 5-points likert scale from total of 88 students and 12 teachers. Descriptive statistics (mean, frequency, percentage) and inferential statistics (Pearson r) were used to analyze data. The pattern of results showed the overall competency level for students was slightly competent (M = 3.20) which indicated developing technical skills, work values and employability readiness. Work values ranked the highest among all of these domains in terms of behavioral and attitudinal readiness, while there still seemed to be a gap when it came to technical and employability skills. The results of the analysis reveal that the use of instructional strategies and industry linkages fell into the “slightly effective” levels of TVL implementations with M = 2.64 while facilities and equipment was rated as “less effective” (M = 1.83), which suggests a notable deficiency in resources.
