Skilled Learners’ Outcomes in Technical-Vocational-Livelihood (TVL) Education: Challenges and Competencies at Jolo School of Fisheries, Sulu

Abstract: This study assessed the outcomes of prepared learners in Technical-Vocational-Livelihood (TVL) education at Jolo School of Fisheries, Sulu including competencies for students accomplished, program effectiveness and challenges encountered. The data were collected by employing descriptive-correlational research design through structured questionnaire consisting 5-points likert scale from total of 88 students and 12 teachers. Descriptive statistics (mean, frequency, percentage) and inferential statistics (Pearson r) were used to analyze data. The pattern of results showed the overall competency level for students was slightly competent (M = 3.20) which indicated developing technical skills, work values and employability readiness. Work values ranked the highest among all of these domains in terms of behavioral and attitudinal readiness, while there still seemed to be a gap when it came to technical and employability skills. The results of the analysis reveal that the use of instructional strategies and industry linkages fell into the “slightly effective” levels of TVL implementations with M = 2.64 while facilities and equipment was rated as “less effective” (M = 1.83), which suggests a notable deficiency in resources. Teachers stated their strong agreement that several challenges are quite significant to the program implementation (M = 4.92), including lack of tools, materials and facilities, insufficient teacher training, weak partnership with industry/vocational centers itself, low hands-on time and material to be taught to students as well as low student motivation. The correlation analysis revealed that there was a moderately strong positive, significant relationship between TVL implementation effectiveness and student competency (r = 0.62), which means the more effective the delivery of the program, the better outputs of learners could be expected. Alternatively, the correlation showed a strong moderate negative relationship between challenges and student competency (r = −0.68), indicating that more challenge reduces competency development. This study identified that education in TVL contributes to building of skills-needed-learners but had been inefficient concerning institution and resources concern. It recommends strengthening infrastructure, developing linkages with industry, making arrangements for better teacher training and supportive policies to improve student competency and employability. The overall findings provide a fabulous foundation for institutional-level enhancements and policy formation to support TVL education in comparable settings.
